What are the electoral and political consequences of longer life spans around the world? Global life expectancy at birth has increased by 5.5 years to 72 between 2000 and 2016 (World Health Organization, 2019), suggesting that more people are living longer in many parts of the world. Furthermore, more seniors maintain their physical and mental health later into their lives. Healthy life expectancy (HALE) at birth, defined as “the number of years that a person at a given age can expect to live in good health taking into account age-specific mortality, morbidity, and functional health status”(Salomon et al., 2012, p. 2144), has also increased by 4.2 years among men and 4.5 years among women between 1990 and 2010.These population changes may significantly influence electoral dynamics and policy formation. Elderly citizens vote more actively than younger citizens in many societies (eg, Blais, Gidengil, & Nevitte, 2004; Leighley & Nagler, 2014), allowing them to enjoy greater electoral power and thereby achieve more favorable outcomes in the domain of age-related policies from which they directly benefit, such as pension and health care. In contrast, they are less supportive of policies from which they receive no immediate benefit, such as education and investment, thus leading to less favorable outcomes for nonseniors. Longer life span leads to a larger proportion of seniors within the electorate, thus reflecting the voting trajectory noted above and accelerating this pattern especially in societies with lower fertility. These dynamics, known as “intergenerational conflict,”“age war,” and “gray peril,” have been extensively studied from both theoretical (Andersen, 2008; Epple, Romano, & Sieg, 2012; Galasso & Profeta, 2007; Tabellini, 2000) and empirical perspectives (Harris, Evans, & Schwab, 2001; Jäger & Schmidt, 2016; Pampel & Williamson, 1989; Sanz & Velázquez, 2007; see also Fullerton &
