Devolution is having a marked effect on policy design and delivery in Scotland. In particular, it is possible to identify a focus on a distinctive Scottish agenda, and in the priorities for action. Intervention is directed in particular at the community, in terms of its general well-being, and in promoting positive discrimination for disadvantaged areas and groups. Community planning and Social Inclusion Partnerships are the vehicles for this approach. Significantly, the theme of leadership runs through these measures, and this may yet enable a more stable programme for community development to be sustained into the future.
