The dielectric properties of a material can be described by two parameters: the dielectric constant, K’, and the dielectric loss factor, to’. Several texts present a detailed treatment of the electrical and physical derivations and their significance (eg, Hill et al., 1969 and Von Hippel, 1954a). In extreme generalities, K’is a measure of the ability of a material to store electrical energy. At microwave frequencies, K’is large when the dipole moment is able to orient with the alternating electric field. K” is a measure of the energy absorbed from the applied field.
