The purpose of this study is to explore the learning environment and the learning technologies in a web environment. Our research is based on previous success with collaborative learning technology studies, which showed the objects should be the cores of the collaborative technologies. In keeping with this, our current research proposed a learning environment for collaborative learning, especially looking for essential elements and the link relations among each element. Based on this concept, the framework of the collaborative learning environment is emerged. Furthermore, RAPSODY-EX is set as an example of the collaborative learning environment. The features and functions of the framework is described by using REX as an example. Finally, we discussed the extendibility of the framework for the collaborative learning environment over Internet.
