阐述了停电损失的概念及其影响因素。引入分区技术，对配电网进行分区，确定故障停电后各分区的负荷点类型。根据负荷点类型确定各分区的停电持续时间，利用综合用户停电损失函数计算分区用户的停电损失。最后通过对各分区用户停电损失的汇总，估算出系统总用户停电损失。通过与传统估算方法的比较，证明了该方法的可行性和有效性。
The paper elaborates the concept of power outage loss and its influencing factors. The partition technology is introduced in the paper to segment distribution network and to determine the load point types of every block after fault outage occurs. The outage duration of every partitioned region is determined according to the load point type and the partitioned user 's power outage losses are calculated by the comprehensive user outage loss function. Finally the total users ' outage losses of the system are estimated by summary of the every partitioned user's power outage loss. Compared with the traditional estimation method, this method is proved to be feasible and effective.
