Information plays a paramount role in international relations, both as a means of communication between peoples and as an instrument of understanding and knowledge between nations. This role played by information is all the more important and crucial to present-day international relations in that the international community now possesses, thanks to new inventions and major technological breakthroughs, highly sophisticated and very rapid means of communication which make it possible to transmit information almost instantaneously between the different regions of the globe....[However], information in the modern world is characterized by basic imbalances, reflecting the general imbalance that affects the international community. They occur in a wide range of fields, particularly in the political, legal, and technico-financial spheres.
