The previous two speakers have summarized some of the anomalous properties of glasses a t very low temperatures.' As they have indicated, most or all of these anomalies can be explained at least qualitatively by the assumed presence of localized two level systems known as "tunneling However, it is not yet clear whether any reasonable statistical distribution of tunneling levels can explain quantitatively all of the various properties that have been observed. This talk will review some of the theoretical considerations underlying the possible role of tunneling levels. Tunneling levels occur when an atom or group of atoms can exist in two nearby configurations that are local minima of the potential energy, separated by a barrier. The Hamiltonian for a pair of tunneling levels can be described by a twoby-two ~ n a t r i x ~ . ~
