Public housing authorities must dccide how to assign applicants to housing units. Popular refusal policies attempt to integrate housing projects but may result in long periods of unit vacancies. We propose a policy in which new applicants specify whmthy arc willing to locate at the time of application and are guaranteed an offer from an acceptable project if thy do not drop out of the system. After establishing basic mults relating to queues in public housing, we devclop models for our proposed policy and illustrate the models within the setting of a small housing authority. Wk also model the response of new applicants to waiting time estimates and pment numerical results.
