Flood risk mitigation is paramount to decreasing the exposure of vulnerable communities to flooding events and provides a mechanism for communities to plan for future events. The majority of flood mitigation studies have focused on community-level mitigation rather than building-level mitigation measures. In this study, the impact of applying building-level flood risk mitigation measures was investigated as a means of mitigation strategy when community-level approaches are not feasible or possible. The building-level approaches include flood barrier systems, water pumps, and increasing the elevation of some select water-sensitive components within buildings. The approach developed herein is general and could be applied for any building type and is based on a probabilistic vulnerability method that includes uncertainty propagation across the damage/loss models. A suite of mitigation scenarios that use a combination of these building-level mitigation measures was applied to a portfolio of 15 building archetypes for a community-wide application. The impact of these mitigation scenarios on an illustrative example community is presented to demonstrate the ability to quantify the application of these technologies. The main contribution of this paper is the ability to divide any community into its smallest units and quantify the summation of these small changes to the whole community. The analysis results revealed that some building-level mitigation scenarios can significantly decrease flood losses at both the building and the community level.
