MethodsIn February 2001, we drew a stratified random sample of 89 of the 892 IRBs registered with the federal government (10). In summer 2001, we telephoned the administrator at each IRB and asked questions about the characteristics of IRB members and the workload of the committee. Eightyseven of the 89 administrators responded to our survey (a response rate of 98%). The 87 IRBs that responded to our survey included 1161 members. The simplest way to present this data would be to describe characteristics of members as percentages of 1161. For example, in our sample 652 (56%) are male; 991 (85%) are white. However, our unit of analysis is not the individual member; it is the boards themselves. For this reason we present data on the characteristics of committees.
