During the last decade, spatial development policies in European countries have been influenced by two coinciding changes. First, we observe the emergence of regional governance, i.e., cooperative policy-making in networks of public and private actors determined to mobilize endogenous development potentials. Second, in the multi-level structure of policies related to spatial development, central governments began to apply new modes of governance, in particular best-practice competition, in order to influence regional development according to their own policy goals. This article deals with the interplay between these processes and the impact of governance by competition as well as the effectiveness and democratic legitimacy of regional governance. The analysis also focuses on the appropriateness of governance by competition for best practices, which has positive effects for regional governance only under certain conditions.
