Railway capacity is an increasingly scarce and valuable commodity. The provision of additional capacity is correspondingly expensive, and it is therefore important to make the best possible use of the current and potential capacity provided by the existing infrastructure, making least-cost, minor modifications where necessary. Detailed network simulation models are available to perform network-wide assessments of train service performance, and include functionality such as that provided by the UIC 406 methodology to provide a measure of capacity utilisation, although this should strictly only be applied to links (i.e. sections of line between nodes), and not to junctions or stations. Similar restrictions apply to the simpler Capacity Utilisation Index (CUI) approach used in Britain, which is based on route, rather than signal block, sections, and thus „maps onto‟ the minimum headways specified for route sections in the timetabling „Rules of the Plan‟. This paper describes the extension of the CUI methodology from links to network nodes, based upon the use at junctions of minimum „junction margins‟ in place of headways, and the use of minimum platform re-occupation times at stations (which can vary from very simple to extremely complex layouts). The use of this simplified means of capacity analysis has the advantages of enabling the rapid assessment of the network-wide levels of capacity utilisation associated with a range of infrastructure and timetable combinations, allowing a large range of preliminary options to be assessed, and the most promising to be identified and taken forward for detailed simulation and analysis.
