Vulnerable populations are at risk of poor physical, psychological, and/or social health. Underlying this definition of vulnerability is the epidemiolog ical concept of risk, in that there is a probability that an individual could become ill within a given period of time. The word" vulnerable" is derived from the Latin root vulnus (wound). A framework for studying the origin and consequences of vulnerability to poor health is summarized in Figure I (1).Community and associated individual characteristics are risk factors pre dictive of the incidence of poor physical, psychological, and/or social health. Risk factors encompass those attributes or exposures (smoking, drug use, and lead paint poi oning, for example) that are related or lead to increases in the probability of occurrence of health-related outcomes. Relative risk refers to the ratio of the risk of poor health among groups exposed to the risk factors versus those who are not so exposed (22). Relative risk reflects the differential vulnerability of different groups to poor health.
