本文试图厘清经营环境与经营政策的关系，并提出适合不同路线型态的经营政策。为此，考虑到商业/公共性质和潜在/实际阶段的关键概念，将公交线路划分为若干公交小区。引入公交车调度的概念，解释公交车调度与公交车政策的对应关系。通过名古屋城市路线巴士的实际数据验证了该方法的有效性。最后，结合公交线路经营环境的调查，提出了公交线路经营管理的对策。
This paper tries to clarify relationships between business environment and management policies, and to propose the desirable management policies suited by various bus-route types. For the reason, the bus routes are divided into several bus-gropes considering the key concept of business/public characters and potential/actual stages. The concept is introduced to interpret correspondence of the bus gropes and policies. Validity of this method is confirmed by actual data of Nagoya City Route Bus. In conclusion, the management policy should be adopted with the investigation of business environment on the bus-route.
