With the "Southern Old City Event of Nanjing" that once attracted great attention as an example, this paper analyzes participants, organizations, mechanism, and other theoretical issues of the "anti-growth politics" during China's urban development. It proposes that the "anti-growth politics" has a broad identity base in contemporary China, leading to that the "anti-growth politics" has strong social mobilization ability and a loose and fragmented organization structure, which curbs its effectiveness. Different from the "local" characteristics in the Western countries(particularly America), interactions(support and cooperation) among participants across territories and scales constitute a main way in China's "anti-growth politics." Finally, it discusses challenges and opportunities that the "antigrowth politics" brings about to urban governance and urban planning reform.
