Meeting the challenge of the proliferation of WMD has been identified as a ‘central element’ in the EU’s external action since the EU first adopted its Strategy Against the Proliferation of WMD in December 2003 (Council 2003: 2; see also Appendix II of this volume). Stressing the need for a ‘multilateralist approach to security’ through a commitment to the multilateral treaty system that ‘provides the legal and normative basis for all non-proliferation efforts’ (Council 2003: 3 and 6), the EU has placed special emphasis onto upholding and strengthening an effective global, multilateral non-proliferation regime. Fundamental to this regime is the NPT (for its text see Appendix I of this volume), perceived by the EU as ‘the cornerstone of the global nuclear non-proliferation regime, the essential foundation for the pursuit of nuclear disarmament … and an important element in the further development of nuclear energy applications for peaceful purposes’ (Council 1994, 2000, 2005 and 2010a: Art. 1). The NPT and its negotiations offer a crucial case study for understanding and assessing the external dimension of the EU’s nuclear non-proliferation policy and its performance in the pursuit and attainment of its international nuclear non-proliferation objectives.
