The rising burden of external debt and debt-service payments is becoming a constant source of concern for Pakistan. This paper has two-fold objectives. First, to present an external debt profile of the c ountry, and second, to perform a risk analysis on external indebtedness using indica tor approach. A review of the changes in the pattern and levels of external debt and a careful analysis of various debt burden and debt-service indicators rev eal that Pakistan may have to deal with a growing debt problem. This conclusion i s further strengthened when we look at the various key performance indicators. The paper supports the view that it is in the interest of the creditors to redu ce the level of Pakistan’s debt through voluntary debt forgiveness which will resul t in an increase in investment and growth in the country and, subsequently, increa sed debt-service payments to the creditors.
