The conclusion of"resource curse"is derived from the negative correlation between resource abundance and economic growth rate in traditional literatures. The paper queries this hypothesis. By building a two-sector model including exhaustible resources,the paper demonstrates that the negative effect of resource revenue growth and the positive effect of income level can exist simultaneously. Therefore, whether resources are a"curse"or a"blessing"for an economy can only be determined by the research on the correlation between resource abundance and income level. With Chinese prefecture-level cities data and panel threshold regression model, the paper finds the positive effect of income level in resource abundance cities,so resources are a"blessing"instead of a"curse".
