Der Artikel rekonstruiert und diskutiert die viel zitierte Vetospieler-„Theorie“ von George Tsebelis. Als eine „Theorie“, die zumindest implizit dem handlungsorientierten Paradigma rationaler neo-institutioneller Theorien folgt, verspricht sie das statische Vorurteil von strukturalistischen Variablen-Ansätzen in der vergleichenden Politikforschung zu überwinden. Mit den drei Parametern Zahl der Vetospieler,policy congruence zwischen ihnen und interne Kohäsion der Spieler glaubt Tsebelis einen Ansatz gefunden zu haben, der Stabilität und Wandel von Policies erklären und voraussagen kann. Dies gilt für Untersuchungen mit wenigen und vielen Untersuchungsfällen. Die theoretische Konstruktion ist sparsam, elegant und erscheint in sich zunächst schlüssig. Wie erklärungskräftig sie ex post ist, wird anhand von drei Fallstudien der rot-grünen Regierungskoalition von 1998 bis 2002 getestet: der Steuerreform, der Rentenreform und der (ausgebliebenen) Reform des Arbeitsmarktes. Die Untersuchungen zeigen neben dem zweifellosen Erklärungspotenzial die Grenzen und Schwächen von Tsebelis’ Theorie auf. Aus der theoretischen Diskussion und der empirischen Überprüfung werden abschließend Vorschläge zur Weiterentwicklung des Ansatzes gemacht.SummaryThe article revises, discusses, and tests the veto player theory of George Tsebelis. Tsebelis’ theory follows — at least implicitly — the action-based paradigm of neo-institutionalist theories. As a middle-range theory it promises to overcome the shortcomings of the structuralist “variables approaches,” which systematically neglects political and social action in comparative policy research. The core of the veto player theory is constituted by three parameters, which define the capacity for policy change in each political system: the number of veto players, the policy congruence between them, and the internal cohesiveness of the players. Tsebelis claims that his theory can explain and predict policy change, regardless whether the sample comprises high or low n-cases. Tsebelis’ theoretical construct is parsimonious and elegant, and seems to be consistent prima facie. However, three test cases selected from the first term in office of the red-green coalition — tax reform, pension reform, and labour market reforms — reveal strengths and weaknesses of the approach. Against the background of theoretical discussion and empirical test modifications and revisions are proposed to further enhance the explanatory power of the “veto player theory.”RésuméCet article reconstitue et remet en cause la «théorie» souvent citée de George Tsebelis sur les joueurs de véto. En tant que «théorie» qui suit, au moins de manière implicite, le paradigme centré sur l’action des théories rationnelles néo-institutionnelles, cette théorie promet de vaincre le préjugé statique inhérent aux abords structuralistes des variables dans la recherche politique comparée. Avec les trois paramètres que constituent le nombre des joueurs de véto, l’harmonie de leurs politiques (policy congruence), et la cohésion interne des joueurs, Tsebelis croit avoir trouvé un point à partir duquel il peut expliquer et prédire la stabilité et le changement des politiques. Ceci est tout aussi valable pour les études présentant peu de cas d’études que pour celles qui en offrent beaucoup. La construction théorique est simple, élégante, et paraît d’abord concluante. Ses capacités d’explication ex post sont testées à l’aide de trois études de cas portant sur la coalition gouvernementale du SPD avec les Verts de 1998 à 2002: la réforme des impôts, la réforme des retraites et la réforme du marché de l’emploi (qui a été abandonnée).
