This paper describes the accident and presents a reactor-physics analysis yielding reactivities in an unperturbed system as great as 1.3 per cent which were above zero for a time consistent with observations. A plausible sequence of events during the excursion is enumerated. The emergency and health physics procedures and the medical observations of exposed personnel will be given in subsequent papers of this series.
