The measurements of the fraction returning upward of the downward radiation at various levels below stratus cloud, which were presented by the author in 1948, gave larger values than 0.066, the theoretical value for the reflectivity of a plane water surface. By fitting a regression curve to the data at various elevations,it is shown that the effect of haze below the point of observation can explain only part of the difference, and that the average fraction returning upward at the sea surface is probably 0.095. Powell and Clarke's measurements show that scattering by bubbles and particulate matter is probably sufficient to account for the difference between this value and the theoretical value. The particle-size distribution required to give the observed variation of albedo with height is computed and shown to be consistent with the expected distribution above the sea surface.
