by cases selected on the basis of the outcome (noncompliance). The magnitude and concentration of compliance costs appear generally important in the case studies presented, but we cannot know whether they are necessary and/or sufficient conditions by studying only cases of noncompliance. Furthermore, a set of three interacting variables (see above) necessitates at the very least eight cases even to probe the plausibility of the theory. On the positive side, the book focuses attention on the interplay of domestic and international pressures that influence the calculus of compliance at the national level – a perspective that deserves further empirical exploration. It also sheds light on the complex ways in which European integration differentially affects domestic actors, with consequences for the domestic political process and, ultimately, compliance with EU norms.
