We start an investigation on lower bounds for pseudo-differential operators. Our guideline will be one of C. Fefferman and D.H. Phong's conjecture: if a(x,D x ) is a second order operator, its lower bound will be given by some average of its symbol on canonical of the unit cube in the phase space
