Professor Obasi, Secretary General of the World Meteorological Organization, opened the 1988 conference on the Hydrology ofDisasters with the words," lossesfrom natural disasters appearto be increasing every year with the growth of population, and we must now consider the complications introduced by climate change"(Starosolsky and Melder, 1989).
