Since the presentation of the memorandum Housing in the Nineties; from building to living, a change took place in the Dutch housing policy. The ideological message of the memorandum is clear: more market, less government. Housing's call on the national budget must be reduced. Into that context fits the complete abolition of government financing, and the stronger orientation of the social rented sector towards the target group (with incomes up to modal). For rent and subsidy policy the new policy means cuts, a gradual reduction of property subsidies and a greater emphasis on individual subsidies. In the building programme the importance of the social sector is decreased, and the construction of unsubsidized dwellings (free sector) is aimed at in particular. The authorities welcome in addition a large proportion of owner-occupied dwellings, together with an increasing sale of rented social housing to tenants for owner-occupancy. However, this remains largely a question of 'management by speech': vigorous measures for greatly increasing the owner-occupied sector are absent. For the time being there need be no fear of a real marginalization of the social rented sector in The Netherlands.
