Enhanced superconductivity in the eutectic system Sr{sub 2}RuO{sub 4}-Ru is referred to as the 3-K phase of Sr{sub 2}RuO{sub 4} because of its enhanced superconducting transition temperature T{sub c} of {approx}3 K whilst the superconductivity in Sr{sub 2}RuO{sub 4} (T{sub c} of {approx}1.5 K) is called the 1.5-K phase. We describe basic properties of the 3-K phase and focus on its field-temperature (H-T) phase diagram. We suggest that the 3-K phase is attributable to surface superconductivity with a two-component order parameter (chiral state) occurring at the interface between Sr{sub 2}RuO{sub 4} and Ru inclusions.
