HE REVISIONIST state has been brought back in to international relations theory.1 The reintroduction of revisionist states to the study of international relations has provided scholars from a variety of theoretical perspectives with the tools to study myriad issues, including the origins of war, periods of concert, regional peace, bandwagoning, and the durability of international economic orders.2 This reintroduction of the revisionist state has, however, raised an important question. What are the roots of revisionism?3 This manuscript builds on past research suggesting that rising powers generally become revisionist. I argue, however, that rising states will become revisionist only when they are pressured by domestic political groups or concerns with their security or autonomy and have the opportunity to achieve revisionist objectivesin the form of an advantage in allies and relative resolve. Revisionist states seek to change the distribution of goods (for example, territory) among the great powers in international relations, while status-quo
