While homological algebra has been used extensively in the representation theory of artin algebras, relative homological algebra has been used only sporadically. It is our hope that this series of three papers devoted to applying relative homological algebra to the representation theory of artin algebras will encourage a more systematic use of this theory. This, the first of the three papers, is devoted to developing certain foundational aspects of the theory of relative homological algebra particular to the category modA of finitely generated modules over an artin algebra A.
