This report gives a RHIC spin plan for the next 5 years. The pro posed program would significantly advance our understanding of the spin structure o f the proton. Major advances are expected toward an understanding of the gluon polarization in the proton, the W boson parityviolating measurements would greatly impact our detailed u n erstanding of particularly the antiup and anti-down quark polarizations in the proton, and the t ransverse spin program will enter a precision stage studying asymmetries connected to orbita l angular momentum and to quark transversity. The entire plan rests on running. The plan assumes an average of ten weeks per year. Sustained running is necessary to build the required peak and av erage luminosity gains anticipated, to build the level of polarization anticipated, and to accum ulate the required integrated luminosity recorded by the experiments, both at √ s = 200 GeV and at √ s = 500 GeV, through 2013. Support for development of higher proton-proton luminosit y is very important for the exciting program envisioned for beyond 2013.
