The project starts from traditional definitions and measurements of transport accessibility and establishes a methodology that enables policy evaluators to involve income levels, primarily of the poorest segment of population, in the assessment of transport-related projects in developing countries. Social Utility evaluation is also suggested to analyze different alternatives of public transport fare structures. The proposed method will be applied to the case study of Bogota (Colombia).
