“Debating and making pledges is one thing. Are they going to act?” As the COP26 climate summit wrapped up in Glasgow, a panellist in our Net Zero Diaries project succinctly expressed this concern that dogs climate negotiations.(The Diaries, run in collaboration with Britain Thinks, OVO, WWF and Citizens Advice, were established to get real-time feedback from a panel of citizens on the UK’s year of climate action.) This concern about the international negotiations was echoed when we discussed UK domestic policy. As concern about climate change reaches an all-time high, people are looking for signs that governments are acting. They are not comforted by what they see.Many of our panellists believe that while their individual actions are being increasingly scrutinised, businesses and the government, who have the most power to act, are shirking their responsibilities. One of the stories that struck a chord with our panellists, even those less engaged in climate issues, was the hypocrisy of Boris Johnson taking a private jet back from the conference to get to a dinner at a London club. Growing distrust in political elites is not isolated to climate policy-making, 1 but it is particularly toxic as we attempt to build a social mandate for a net-zero transition.
