将拉姆齐定价理论应用于电价的确定，建立了居民用户和工业用户的用电需求计量计量模型，对短期内不同类型用户的需求价格弹性进行回归和估计，并根据拉姆齐模型推导出中国地区准最优拉姆齐电价水平，为电力销售提供高效合理的价格机制，提高社会整体福利水平。
Ramsey pricing theory is applied to determining electricity tariffs in this paper.The electricity demand metering econometric models for residential customers and industrial customers are established to regress and estimate the price elasticities of demand for different kinds of consumers in short-run.Then the levels of quasi-optimal Ramsey electricity tariff in China are derived in term of the Ramsey model,which will provide the efficient and reasonable power sales price mechanism and improve the social overall welfare.
