In previous work, two of us haveargued that one cannot correctly construct such a plan-ner without an explicit distinction between what is truein the world and what the agent knows (believes) be true (Goldman &: Boddy 1994b)1. Also in previouswork, one of us has created a planner, Cassandra, thatappears to construct flexible plans with conditional ex-ecution and knowledge-gathering without such a repre-sentation (Pryor & Collins 1995). The work describedhere was done to address the tension between these tworesults.To address these issues, we have developed a formal-ization of action, WCPL, based on propositional dy-namic logic (PDL).
