Equal employment opportunity (EEO) and affirmative action efforts in the public sector, designed to make government workforces more reflective of people being served, are defended not only on grounds of basic social justice but also for the impact a more representative bureaucracy may have on bureaucratic or administrative responsibility (Krislov, 1967; Thompson, 1976; Saltzstein, 1979; and Krislov and Rosenbloom, 1981). In the federal civil service, programs to achieve EEO were initiated as early as the 1940s. Over the years, those programs and the strategies they encompassed were expanded, and since the 1970s considerable resources and energy have been directed toward correcting problems of minority and female employment underrepresentation in federal agencies.
