By 1937 the Japanese had extended their salmon fisheries eastward in the Pacific along the Aleutian Islands and into Bristol Bay. Already this threat had aroused the ire of American fishermen, and in 1935 Cordell Hull, then Undersecretary of State (Hollick 1981), issued a strong statement calculated to warn the Japanese about the consequences if this movement continued. It stopped in 1937 and the Japanese withdrew. Looking back, it may not have been the threat of fishery retaliation so much as much larger events that were soon to take place, that caused the Japanese to retreat so quickly. Nevertheless, the crisis was averted for the moment, and it did not arise again until after the war.
