This article, a revision of an issue paper originally prepared for the President's New Freedom Commission on Mental Health, examines a range of policy changes to facilitate the implementation of evidence-based practice (EBP). It starts with a definition of EBP and discusses the importance of EBP in mental health treatment, as reflected in the 1999 report on mental health from the Surgeon General. After reviewing the opportunities and limitations of the EBP approach, a series of current initiatives in implementing EBP is presented, and the need for infrastructure to support that implementation activity is discussed. The article then details eight specific policy changes to promote the implementation of EBP in three areas: national leadership, knowledge advancement, and financing. Each policy change is considered carefully in terms of its practicality and impact on the widespread implementation of EBP.
