The hypothesis that" any response A will reinforce any other response B, if and only if the independent rate of A is greater than that of B," is tested in experiments with Cebus monkeys and children. The relativity of reinforcement becomes apparent. The response with the highest independent rate of occurrence serves as a universal reinforcer, while responses with low rates of occurrence gradually fail to reinforce any other responses.
