Issues concerning assessments of English language learner (ELL) students are among the top national priorities as the number of these students is rapidly increasing in the nation. According to a recent report by the U.S. Government Accountability Office, about 5 million ELL students are currently enrolled in schools, representing approximately 10% of all U.S. public school students (GAO, 2006). Nationally, ELL enrollment has grown 57% since 1995, whereas the growth rate for all students has been at less than 4% (Flannery, 2009). This rapid growth demands that we consistently and accurately determine which students require English language services (Abedi & Gandara, 2006).
