In this paper, we develop a general theory of opers over families of pointed stable curves. After proving various properties concerning the moduli stack classifying pointed stable curves equipped with a dormant oper, we give an explicit formula, which was conjectured by Kirti Joshi, for the generic number of dormant $\mathfrak{sl}_n$-opers.
