This article reviews current developments in transport trends and policies and considers their impact on urban and regional change into the 21st century. It updates a former review (Hart, 1992) and confirms the fundamental shifts now taking place in the transport sector. The 1992 article, which concentrated on the advanced economies of the modern world, pointed to three major changes having a profound effect on transport since the 1970s: the increasing marginality of major road proposals due to the large number of road improvements already completed and the emergence of powerful economic and environmental pressures to constrain road traffic growth;(2) a new debate on whether the combined effect of theMississippi factor'of personal choice and amended public policies would encourage compactlarge cities' or a continued spread of conurbations within greater constraints affecting the degree and nature of movement (conurbation clustering); and (3) a shift in the balance of population and economic activity away from existing core cities and conurbations to other regions with various economic and lifestyle attractions.
