This paper proposes a fully secure identity-based threshold decryption scheme IB-ThDec and reduces its security to the quadruple Decision Bilinear Diffie-Hellman problem.The formal security proof of this scheme is provided in the random oracle model.Additionally,the(authors) show that IB-ThDec can be used to certificateless public key cryptosystem and the identity-based dynamic threshold decryption system.
