Before publishing this book, Wakatsuki Hidekazu was already recognized as an authority on Japanese foreign policy of the 1970s. The first thing one notices when picking up this book is its unusual heft—over 700 pages including references and chronologies. These pages present a detailed account of how three prime ministers (Suzuki Zenkō, Nakasone Yasuhiro, and Takeshita Noboru) and their foreign ministers (Ito Masayoshi, Sakarauchi Yoshio, Kuranari Tadashi, and Uno Sōsuke) responded to the diplomatic challenges Japan faced in an international environment that was growing more diverse and complicated.
