The partnership has resuited in a pilot carbon-offset project aimed at reducing reenhouse gas emissions associated with uncontrolled logging. The Reduced-Impact Logging (RIL) Project started in August 1992 when New England Electric System (NEES of Massachusetts) provided funds to Innoprise Corporation Sendirian Berhad (ICSB, Sabah, Malaysia) to implement a set of teduced-impact logging guidelines in 1,400 hectares (ha) of its concession. The principal goal of the project was to reduce damage to both the soil and the residual stand during selective logging by harvest planning, prefelling vine cutting, directional felling, and other environmentally sound management techniques. NEES is concerned about greenhouse gas emissions from its coal-fired power plants. Although there are as yet no mandatory reductions in greenhouse gas emissions in the United States, nor a carbon tax, the United Na-tions Conference on the Environment andDevelopment (UNCED 1992), the US Energy Policy Act. and President Clinton's Climate Change Action Plan all indicate that such programs may soon be developed. By investing in the Reduced-Impact Logging Project in Malaysia, NEES gained experience with international carbon-offset projects.
