An introduction to the concept of phase-space compression of heavy-ion beams by electron cooling is given. Emphasis is put on a simple rather than a rigorous theoretical treatment of the underlying ideas. Some practical aspects are discussed in connection with a presentation of the designed cooling device for the Experimental storage ring ESR project of the Gesell-schaft fur Schwerionenforschung GSI, Darmstadt. The problems of cooling-electron capture are briefly addressed.
