本文将网络安全能力建设置于国际规范辩论领域。有人认为，一方面，网络安全能力建设是使遵守所讨论的规范可行的必要条件。另一方面，它可以作为一种工具，促进捐助国在受援国的利益。后者可能导致网络安全能力建设措施被用于促进地缘政治利益。因此，这非但不能推动商定国际准则和使各国能够遵守的努力，反而可能导致准则支离破碎，对这些准则的内容有不同的理解。
This this paper positions cybersecurity capacity building in the realm of the debate on international norms. It is argued that cybersecurity capacity building on the one side is a necessity to make adherence to discussed norms feasible. On the other side, it can serve as a tool for fostering donor state’s interests in recipient states. The latter can lead to cybersecurity capacity building measures being used to foster geopolitical interests. As a result, rather than advancing the effort to agree on international norms and make adherence possible, it might lead to a fragmentation of norms and different understandings of these norm’s contents.
