Using the integrated hydraulic model, we evaluated the disaster reduction functions of the open levees in the Kita River (Fukui Pref. Japan) and Ado River (Shiga Pref. Japan). As a result, it was clarified that the open levee system is effective not only in lowering the peak water level at the planning reference point, but also in preventing embankment breakage of the main river, draining inland and flooded water, and limiting the flooded area. For social implementation, it was proposed that the effect of open levee should be evaluated by the amount of damage reduction in the river basin. We also suggested that the open levees should be managed with a planning system separate from the traditional and unchanging river planning under River Low like other countermeasures in watershed and floodplain.
