comparative analysis of scenarios for the development of spatiotemporal instability under nonstationary thermal self-action and filamentation of high-power laser radiation in turbulent atmosphere has been performed. It is shown that the spatial dimensions of intensity perturbations and atmospheric turbulence are similar under conditions of nonstationary thermal self-action. Perturbations of the light field are formed during filamentation at a scale independent of the size of the initiating fluctuations of the refractive index in turbulent atmosphere. The resulting instability of the light field is determined by aberration defocusing of radiation on thermal lenses under thermal self-action and on plasma lenses under laser radiation filamentation.
