This paper examines the costs and benefits that may arise when host countries aim to indigenise the ownership of foreign subsidiaries. It is shown that there may be an optimal level of indigenisation beyond which the marginal social costs of such policies will exceed the corresponding benefits. The analysis also shows that the optimum indigenisation may depend, among other things, on whether the subsidiary is autonomous or fully controlled by the parent company. A further result is that if the subsidiaries' equity is purchased by private firms or individuals, the privately optimum level of indigenisation is likely to be greater than the socially optimum.
