Child and youth welfare (SGB VIII) and social services for people with disabilities (SGB XII) have emerged as two separate social services. They manage the needs for support in different categories and following different procedures. In order to process a case, categorizations must be made which describe individual life constellations, justify needs and make the case processible for the organisation. Social constellations are transformed in the case handling process with regard to administrative logic, and documented accordingly in administrative documents. Case-related categorisations are reflected in application forms that prepare case information for organisational processing by setting documentary relevance and provide insights into organisational categorisation work.This article is based on the research project “Categorisation work in child and youth welfare” which focuses on case files as a part of organisational communication. On the basis of application forms, categorisation work is reconstructed from the material as an organisational reality of enforcement in child and youth welfare (SGB VIII) and social services for people with disabilities (according to SGB XII). It becomes clear that in the area of child and youth welfare on the administration of cases, the processing modes of the Youth Welfare Office as a socio-pedagogical institution and social bureaucracy cumulate. The open and flexible procedures manage cases through categorial reference to problematisation and to the addressee perspective. In the files of the Social Welfare Office the procedures are dominated by an administrative logic with a social bureaucratic orientation. The highly standardised procedures are used to check the entitlement to the requested service. The reference to the individual legal claim characterises the case processing as organisational categorisation work.
