In a recent paper of Serre and Stark [9], they defme the notion of a newform in the context of modular forms of half-integral weight and obtain a number of results analogous to those proved in the case of integral weight forms by (to name a few) Atkin, Lehner, Li and Miyake [1], [4], [5]. Their defmition of newform differs just slightly from strict analogy with the integral weight case, and for their particular interest — forms of weight 1/2 — their defmition is nicer s it is less encumbered. However, their defmition doesn't seem to provide sufficient latitude to extend some newform results to weights g: 3/2.
